Located prominently in the City Cluster, on the site of the Roman Forum and next to historic Leadenhall Market, the existing mixed-use building hosts a Marks & Spencer store with offices above. The Client, Tenacity based in Hong Kong is entering the UK market with the ambition to deliver new, ultra-modern workplaces with beneficial ancillary uses that reflect the current climate.
Through this project and 55 Gracechurch Street (link), the Client aspires to bring a new type of high-quality workplace to the City of London. 70 Gracechurch aims to improve the public realm, provide adaptable workplaces with an emphasis on wellbeing and create a public viewing gallery with winter garden.
Role Of DP9
DP9 has played a crucial role from inception of the project, advising the Client on their first UK venture on the formation of a scheme to maximise the site’s potential and ultimately securing planning permission.
The site is located at a busy junction so the new proposal had to respond to the challenge of increasing pedestrian comfort as well as facilitating necessary servicing in an innovative way. The solution was twofold; a new pedestrian passageway and innovative flatbed vehicle lifts that act as public realm in the day but allow overnight low impact servicing.
Tenacity enters UK market in the City of London
Richard joined DP9 in 2005. He is a Chartered Town Planner with more than 20 years’ experience advising on development opportunities for international and UK investors, developers and occupiers, across both private and public sectors. He specialises in complex development projects in London and the South East, including major commercial and residential schemes and those involving listed buildings and conservation areas.

Joining DP9 in 2019, Alasdair is a Chartered Town Planner with more than 6 years’ experience advising Clients on a diverse mix of schemes ranging from commercial developments, through to multi-phase major regeneration projects and smaller specialist schemes. He has experience in several London Boroughs including Inner London as well as across the South East and other major cities in England.

Arche joined DP9 at the beginning of August 2021. He successfully graduated from Oxford Brookes University in 2020. He is in the initial stages of his career as an Assistant Planner and is already involved in great projects across London, carefully considering the Historic environment on many applications, and how development can seek to protect and enhance London’s heritage asset.. Archie’s responsibilities consist of completing site appraisals, preparing key planning application documents and communicating frequently with Local Planning Authorities.
